Byddaf yn bendant yn bwrw fy mhleidlais iddo am y ddau wobr. Ryan Giggs has been shortlisted for Sports Personality of the Year here in Wales and across the UK by the BBC. If ever anyone deserved the award, this man does (even though he plays for Man Utd!). He'll definatly get my vote on both counts.

This Thursday evening, December 3rd at 6.30p.m in Diffwys Square, Gwibdaith Hen Fran will be switching on Blaenau's Christmas lights. Before then at 6pm a parade will begin from the Market Hall and head down the High Street. All the shops will be open till late and there will be plenty of entertainment going on until about 9pm. Following the recent flooding on the railway line near Llanrwst, I''ve received information that confirms that normal services for buses and trains between Blaenau and Llandudno Junction will resume from tomorrow morning. Naturally, this is good news and is warmly welcomed.

This morning we woke to see that a dusting of snow had fallen on the mountains and the Moelwyn was wearing its cap for the first time this Winter. So I decided to venture to the foot of the majestic mountain for a walk. It promises to be cold for a few days and it may freeze over night so caution is advised on the roads. If we have weather like this in four weeks time, we'll have a white Christmas in Blaenau - that would be nice.

A fortnight ago a team of ESTYN inspectors spent a week inside Gwynedd Council's Education Department to inspect management and operational matters centrally. According to Cllr.Dyfrig Jones, the Department scores a 3 (1 being excellent - 5 poor)for its current performance which is less than 50% and very disappointing when compared with our schools marks which are much better in comparison (they are all inspected by ESTYN too). Some very pertinent questions therefore need to be asked about the management and leadership of the Department practically and politically. According to the friend from Gerlan, the Council has also scored a 3 in relation too its plans for re-organising primary education provision in the County. He goes so far as to suggest that the score would have been a 2 until one of the inspectors had an officialmeeting with a Councillor after which he decided to mark it down to a 3. As I had a telephone conversation with one of the inspectors, this does not surprise me at all and it shouldn't really be a surprise to anyone else either given the totally unacceptable way that the Department and the Portfolio Leader have dealt with the matter so far. I cannot envisage an improvement in this score until the Department and its Leader begin to listen, compromise and be more inclusive in their attempts to re-organise the service in order to win support for their proposals. UPDATE - Dyfrig has now removed his original posting and replaced it with this. What I have written above is a direct response to alligations made by him in his original posting. The Plaid Cymru group met on Wednesday night, I wonder if it was there that he heard these whispers?...If so, I'd be interested to know from who's mouth they were whispered?..The answer would be intersting wouldn't it?
Over the past 24 hours it seems to me like the Plaid Cymru Group on Gwynedd Council don't know what on earth they are doing on the matter of primary school education. First there's this story on the front page of yesterday's Daily Post. Then there's an entirely contradictory letter written by the Education Portfolio Leader, Councillor Liz Saville Roberts. The tone of the letter is unforunate and appears to be heartless and smug. Here it is in full in italics and my response appears in bold under each point.

CYNGOR Gwynedd will decide which primary schools reorganisation models to propose for formal consultation in a full council meeting on December 10 for an area in the south of the county. As Education Portfolio Leader, she is only offering her own model for consideration, the exact same model as the Council initially proposed two years ago, the exact model that was thrown out in June 2008 and the model that was less favoured by the local community during the flawed consultation process that she stage managed. This is the first stage in a cross- party strategy that was adopted unopposed by councillors in April this year. The implications for the future and quality of primary education in Gwynedd are immense. Llais Gwynedd supported the strategy in April as it was sold as a clean page and a fresh beginning. This has been nothing of the sort, it is a sham process that has misled parents and governors from a very early stage leading us a s a party to withdraw as it is blatently aimed at closing schools and not looking at real options aimed at developing and preserving them within the rural communities that they serve so well. Llais Gwynedd councillors are now opposing the building of a new area school to replace four schools – Ysgol Abergynolwyn, Ysgol Bryncrug, Ysgol Llanegryn and Ysgol Llwyngwril – who presently provide for 97 pupils in Bro Dysynni, near Tywyn, Meirionnydd. In four years’ time this number will drop to 79 children. Llais Gwynedd is supporting the parents and governors in Llanegryn and Llwyngwril who are opposed to seeing their schools being closed due to the excellent standards of education at these schools, concerns about childrens safety travelling to and from an area school and a number of factors that Cllr. Saville Roberts is well aware of, but chose to completely ignore as part of her "consultation" process. What she also fails to mention is that no site has yet been found for the area school. It has not been costed although £6m is the figure that is being quoted, no funding is in place and all of this with the fact that the the School Buildings Improvement Grant at the Welsh Assembly has been cuut by £34m for the next financial year and undoubtedly more cuts will follow. Basically she has nothing concrete(pardon the pun) in place to offer the children, parents or governors who are more than happy with the current facilities at their own schools. Local objectors to school closure are sincere in their concerns, but the reality of population and community changes is evident. Plaid Cymru and many other people understand that planning a future for rural communities means rising to the challenge of change and shaping it rather than clinging to an unravelling status quo. The Local objectors are committed parents, grandparents, teachers and governors who expected far better from Plaid, a party that many of them have supported for decades only to be bettrayed. Plaid who form the One Wales Government in Cardiff Bay with Labour are happy to see the education of children in Wales funded to the tune of £500 less than children in England. This massive disparity makes a big difference to school budgets. In Penybryn school, Tywyn its equivilant to over £100k per annum...what has Liz and her fellow Plaid members done in Gwynedd to change this by pressing upon their ministerial colleagues in Cardiff...NOTHING! What has the Plaid AM and MP for Meirionnydd done to bring employment to the Tywyn area over the past decade..NOTHING!...Undoubtedly the lack of employment and affordable homes have a social effect that leads to depopulation..Llais Gwynedd and I are committed to changing this. We believe that the rural and Welsh-speaking nature of these communities should be reflected in the education provided, and that is why we are proposing a new-build area school. The small village schools have been dynamo's in the preservation and development of the Welsh language and culture in the Dysynni area. Only this year, Llanegryn school celebrated its 350th birthday...Imagine the trials and tribulations that the school has witnessed if we look back through our Nations proud history? Only for it now to be dissmissed and decomissioned by a heartless group of individuals who believe that they know whats best for the community as being worthless and ready for decommisioning. Bigger is not always better and in educational terms, there is plenty of evidence to support such a statement, shame that Liz couldn't be bothered to read that evidence. The reorganisation models also propose consulting on the closure of one school, Ysgol Aberdyfi, which presently has 20 pupils. This school anticipates a rise in numbers to 24, but nonetheless has over 70% empty spaces and recurrent problems in headteacher recruitment. Nearly half the children of the community already attend the nearest school, Ysgol Penybryn in Tywyn, three and a half miles away. Parents, teachers, governors and the community in Aberdyfi have stated clearly that they oppose this model. Llais Gwynedd supports them and they and us question the Council's statistics as highlighted in this lettter by Cllr. Saville Roberts. The amount of money schools receive for each pupil this year across the county varies from almost £8,000 to under £3,000. It is inevitable – and appropriate – that some schools will cost more than others, and it is generally accepted that services in rural areas come at a premium. I have already blogged about this and agree with the Councillors sentiments on this issue. Nonetheless, the tax payers of Gwynedd are badly served if county councillors do not undertake future planning to make the best and fairest use of resources for children from all backgrounds. Note that a proportion of any savings made by primary schools reorganisation will be kept in the catchment area to reduce class sizes, which is the driving vision of the reorganisation strategy. Llais Gwynedd are more than happy to accept change in the way that education is provided within the County. Both Cymdeithas yr Iaith Gymraeg and the National Association for Small Schools have grounbreaking and viable ideas for ensuring that small schools become affordable and act as a catalyst not only in education provision but other service provision in rural towns and villages. Gwynedd Council so far have chosen to ignore these options. How Gwynedd councillors respond to the future need of primary education in Tywyn will set a precedent for the rest of the county, and also send a message to education officers of the Welsh Assembly who now prioritise the allocation of capital building funds in a climate of reducing classroom empty spaces. How Plaid Cymru Councillors vote on December 10th will set a precedent for the rest of the County. If these schools are closed, it is our view that at least another 25 will be closed as a part of this process, thus damaging the education of a generation of children within the County and changing the rural landscape of North West Wales for ever. With 103 primary schools, Gwynedd education funding is weighted at present towards maintaining aging structures rather than directed to the education of children. Granted that some of the 103 schools will have to be closed. It would be far cheaper and far more viable to spend on some of these aging structures which despite all adversities, still provide a very high standard of education for the children of Gwynedd. I would beg objectors to consider which is most important for the evolving communities and skills needs of the 21st century: the location of the building where children are taught, or the quality of education they receive. I would say to Liz that both these matters are of paramount importance, particularly if safety of the child is to be considered, when she and her manderins want them to be carried along a dangerous road for 2 miles whilst at present they can walk there holding their mothers hand. Maybe she would care to read the excellent ESTYN report on Llwyngwril school which has only had an inspection last month...maybe then if she is after educational excellence she might take heed of the saying, if it ain't broke, don't fix it. Rather than gerrymandering and undermiming our teachers, governors, parents and children, Liz nad her fellow Plaid members should support and encourage them and not create unwanted worry and confusion. If they vote to close these schools against the wishes of all concerened we will use every possible option open to us for appeal...If I were them I would seriously consider the compromise that Llais Gwynedd have offered in this matter, Time alone will tell which road they choose to travel on.

The railway remains closed due to severe flooding last week in the Llanrwst area. From the latest information that I've received a further announcement is excpected next week when it is hoped the railway will re-open. In the meantime, a bus service is in operation to carry passangers from Blaenau to Llandudno Junction and Llandudno.

This article on the front page and page 4 of this morning's Daily Post is very eye catching. Is the "Leader" of Gwynedd Council saying that he and Plaid Cymru have made a U-Turn and that they now want want to protect our schools and not proceed with the planned closure of 25-30 schools in the County. If so then they are to be congratulated and the content of the article is to be warmly welcomed. On the other hand if this is an attempt to deliberatly mislead and misinform parents, teachers, governors and taxpayers then it is unacceptable and utterly shameful. I hope for the sake of the Council and the people of Gwynedd that the first point is correct.

It appears that Llais Gwynedd's campaign for Gwynedd Council to provide free car parking in our towns and villages in the run up to Christmas has paid dividend. In a meeting that I had yesterday with the Head of Planning and Transportation, I was told that a positive announcement on the matter would be made soon. I sincerely hope that once the announcement is made that it will give local shops and traders a boost within the County and it will also encourage people to spendf their hard earned money here before Christmas.

The proposed £7.8m bid for European and Assembly funding to develope a Sailing Academy in Pwllheli has received support by a majority of the Board of Gwynedd Council at its meeting yesterday. Even though I have some reservations and doubts and I am not convinced that the 22 full-time jobs that would be directly created as a result of the project is a good return on the size and scale of the proposed investment I genuinely hope that the wider economy within the area will benefit from the project in due course. From the Council's prospective, it will only be contributing £250,000 to the funding pot, which was something that did attract my cautious support as if the project were develop and did becoming a success then that investment will proove to be a very good one. I did however insist that local goods, services, suppliers and workers should be integral to all aspects of the development and the Board agreed with me on this matter. I also stated that the Welsh language should be naturally used and promoted within the project and not as some side show on the perifary of it.

Yesterday at a meeting of the Council Board an item came before us with a recommendation that the Council kept a hold on the housing register as well as the lettings officers for at least a year. As many of you will already be aware, Council tenants voted by a significant majority earlier this year to transfer their tenancy to the new housing association, Gwynedd Community Homes. It is that Association which will be responsible for the homes and it is the association, in my opinion who should therefore be responsible for the register and the lettings. There was no business case for keeping a hold of the register or the staff (who had written to every Board member to state that they wished to be transfered to the Association as was originally promised to them and tenants within the offer document before the transfer ballot). My amendment which proposed that the register and staff were transfered to the Association received the support of my fellow Board members from across the Parties, thus saving Gwynedd taxpayers £250,000 in a matter of minutes. If only every decision in the Council was that easy!

Mae'n bwysig i ni nodi sawl ffaith yma gan fod y datganiad yma yn gwbwl gamarweiniol ac unwaith eto yn dangos y Blaid i fod yn anghyson ac yn grwp sydd yn barod iawn i gamarwain dinasyddion Gwynedd. Dylid nodi un neu ddau o ffeithiau yn glir: 1. Ar Dachwedd 5ed, cynhaliwyd Gweithdu Arbedion yn Nhrawsfynydd a cyn hynny roedd gweihdu tebyg wedi ei gynnal yng Nghaernarfon...Fel rhan o'r gweithdai hynny roeddym ni i gyd fel aelodau yn cael cyfle i bleidleisio yn electroneg ar gyfres o doriadau sydd yn yr arffaeth er mwyn cael gweld mewn egwyddor, pa bethau oedd yn dderbyniol a pha bethau oedd ddim yn dderbyniol gan yr aelodau. This totally misleading press statement has been released by the Plaid Cymru Group on Gwynedd Council today: NURSERY EDUCATION STRATEGY FOR GWYNEDD "Plaid Cymru councillors on Cyngor Gwynedd are to propose safeguarding nursery education across the county with a review of provision to establish a Nursery Education Strategy for Gwynedd. The council is considering draft options to reduce funding to preschool playgroups and alter entry requirements to mainstream schooling. Plaid Cymru will urge all councillors against including pre-schooling arrangements in a package of cuts worth £16 million, and propose a strategy to plan provision between schools, Mudiad Ysgolion Meithrin (MYM) and other voluntary groups. A review of nursery education will see councillors, education officers and playgroup representatives considering how best to provide high quality education for two and three-year-old children in towns and rural areas. Liz Saville Roberts, portfolio holder for education, said: 'Every child should be given the best start in life, and education for children under the age of four provides social and educational advantages. It also helps children from non-Welsh-speaking homes to learn and use the language when playing with friends. 'We believe a one-size fits all approach to pre-school nursery provision across the county would have unexpected and undesirable results, and some children might lose out. Both council education officers and councillors are concerned that we don't have the necessary information to plan effectively and fairly. I would call on all interested groups to participate in planning a strong network of playgroups and pre-school groups for the future in Gwynedd.' Hywel Jones, chief executive of MYM, welcomed the intention to safeguard nursery education services across Gwynedd, and added: ‘I am very proud that Gwynedd councillors have held meaningful discussions with the Mudiad, and have agreed to further discussions, not just to safeguard the provision but also to draw up a strategy for nursery education – a strategy which will, we hope, be sustainable into the future.’"
It is vitally important that we highlight a few facts here, as it is quite clear from reading this statement that not only are Plaid Cymru inconsistant, they are more than willing to deliberatly mislead the Citizens of Gwynedd. The facts that need to be highlighted are: 1. On November 5th, a Savings Workshop was held at Trawsfynydd following a similar workshop that had previously been held in Caernarfon for all Council members to consider every one of the cuts that the Council proposes to make over the next three years. As part of those workshops, each of us as members were asked to vote electronically what our view was on proposed cuts in order for us to see in principal what was acceptable and not acceptable by the Council. I do not need to tell you that when the proposed £250,000 to the budget of the Mudiad Ysgolion Meithrin came up on the screen that in both workshops that a very high majority of members from across the parties (not just Plaid) voted against it and from then on it became clear as crystal to Dyfed Edwards, Liz Saville Roberts and Education Chiefs that they didn't have a cat in hell's chance of getting it through the full Council!! 2.Remember that Dyfed Edwards made a robust defence of the proposed cuts to Mudiad Ysgolion Meithrin budgets on the very same day in this article in the Caernarfon & Denbigh Herald. 3.Liz Saville Roberts as the Portfolio Leader for Education also agreed for the proposed cuts to Mudiad Ysgolion Meithrin budgets to be put before the Council for consideration. If she was so concerned for the education of children aged 4 and under in Gwynedd, why did she allow this to happen? I am delighted that Plaid Cymru Councillors have come to their senses regarding this matter as I wrote on this blog on October 29th. But please do not be misled by this poor attempt to spin on a matter that the quite clearly had no chance of getting through the Council. This is a pathetic attempt to save face with the thousands of parents that they have angered across the County (again) for trying to cut a service that is highly regarded and treasured by many. Maybe they think that they can fool some of the people...but some of us know better!! I wonder if they'll be as humble when it comes to discussing primary education in the Tywyn area? We'll see.

The sad news about the tragic death of police constable Bill Barker as he was dealing with the emergency caused by the severe flooding in Cumbria is testemony of the dangers that the men and women who work for our emergency services face in their job on a daily basis. When you add to them the hundreds of frontline Local Authority workers you have an army of people who are doing their very best for others in their hour of need. Things have been bad here in Gwynedd, although far less so than what we have witnessed in the Lake District. To everyone who has worked tirelessly over this difficult period I would like to extend my sincere thanks and express my gratitude to them for their work and committment under very trying circumstances.

Talking about Christmas...Following my previous posting regarding the matter of free parking in Gwynedd in the run up to Christmas in order to give local businesses a boost - its a shame to say that the Council still hasn't made a decision regarding the matter. The Snowdonia National Park has made a statement regarding their plans for free parking in the run up to Christmas earlier this week and I have a meeting with the officer responsible for Gwynedd's car parks on Tuesday morning. I'm also aware that my colleague on the Board and fellow Llais Gwynedd member Cllr.Alwyn Gruffydd has also called on the Council to make a speedy decision on this matter, as any further delay could mean that Christmas will have been and gone!

This blog reflects my own personal viewpoint on a number of issues as well as discussing local, national and international issues. This letter appeared in today's Cambrian News: Our school places cost less, so can we pay less? Madam, In response to all the letters about the proposed school closures, I pay the same council tax, income tax and national insurance as the writer last week, and my son attends Ysgol Penybryn in Tywyn. As a parent within this area I can appreciate other parents and local councillors fighting to keep their village schools open, what I find difficult to appreciate is that there is approximately £2,000 a year given to Ysgol Penybryn for my son’s attendance and yet a child’s place in a small village school is worth between £9,000 and £10,000. Should I and all the other parents of children at Ysgol Penybryn be entitled to pay less council tax than someone living in Aberdyfi or Llanegryn?

Whilst I applaud the writer of the letter for taking a firm interest in his or her son's education at Ysgol Penbyn in Tywyn, quite clearly it appears that he/she have been misinformed as regards the cost of schooling their son as well as the cost of schooling other children in the Tywyn area. They are not alone in being misinformed on this matter. Our local M.P.,Elfyn Llwyd was also misinformed and his facts were way off beam when he recently appeared on S4C's Pawb a'i Farn. However I may be able to help the concerned parent and our M.P. by providing them with the official figures that Gwynedd Council have kindly provided me regarding the number of pupils and the cost per head for every school in the County.
Ysgol Penbryn 210 pupils £ per pupil £2898 Ysgol Aberdyfi 23 pupils £ per pupil £5630 Ysgol Llanegryn 30 pupils £ per pupil £4299 Ysgol Llwyngwril 30 pupils £ per pupil £4591
These figures clearly show that a child's place in a small school is slightly more expensive, it is far off the sums that the parent from Penybryn referrs to in his or her letter. To be totally clear there is no primary school in Gwynedd which is under Local Education Authority control where it costs £9,000 - £10,000 per pupil to provide education. The highest on the list at present is Ysgol Abergynolwyn, which is in the Tywyn area at £7,822, however there is an exceptence due to the community's wishes that this school will shut and the children transferred to Ysgol Bryncrug in the near future. Now that we have the misinformation out of the way, I may be able to offer help and support to this parent and his/her's fellow parents, teachers and governors at Ysgol Penybryn. Quite clearly with 210 pupils and resources and funds being tight, the future will undoubtedly be challenging for the school like every other school due to current public sector cuts, regardless of their size and location. What would an extra £104,160 per year do to Ysgol Penybryn and to the standards of education for this person's son and his fellow pupils? Quite a lot I imagine...the Headteacher and governors would snap anybody's hand off for that sort money for the school I'd imagine. This is the extra amount of money that the school could and should have if the Welsh Assembly Government funded education in Wales as it is funded in England. Now if this parent or any other parents from Ysgol Penybryn or anyone else connected with the school would like to contact me to discuss this issue, I'd be more than happy to meet them. Alternatively they could e-mail their local Assembly Member, Dafydd Elis-Thomas or the Education Minister to ask them why isn't education funded fairly in Wales and what a massive difference the defecit between funing for schools here and funding for schools in England could make. Like I have already stated, if the concened parent would like to get in touch, I'd be more than happy to help them in any way that I can.

Well after much anticipation the All Wales Convention has finally released its findings. The report which cost £1.3m to pull together or nearly £100,000 per page would have told us something new you'd have thought...but alas it doesn't tell us anything we didn't already know as Alwyn points out. It is clearly obvious to anyone that the current system is failing miserably and for the benefit of everyone in Wales, the powers of the Assembly should be increased. So the message to the government in Cardiff Bay and to the politicians in Westminster, read the reccomendation in this report and and for pitty's sake do not pour over every word and minute detail and arse about on the matter - Let us the people choose our destiny in a referendum during the summer of next year so that any new powers can be implemented immediately after the 2011 Assembly Elections. As the Meerkat on TV would say siiimmmpppllleee! One very important word of warning however... I like the report's authour share some concerns whether or not the vote would be a YES - why? The clear feelings that there are across the North that the Assembly is either unable or unwilling to deal with some of the Region's propblems. Gwynedd, Anglesey and Conwy receive the worst financial settlements from the Assembly year on year..a lack of response with ProAct and ReAct in certain counties...Wrexham and Flint feeling that they have farm more in common in more ways than one with Liverpool and Manchester than they do with Cardiff - There is major work that needs to be done here to convince people of the Assembly's worth to the region, so far after a decade of devolution it has failed to bridge between North and South and that failure more than anything might lead to a high price being paid in any referendum I'm afraid to say.
Call me Mystic Gwil if you like?...Cllr.Steve Churchman may be right when he recently stated.. "This bombastic man seems to have a crystal ball". Back on July 22nd this year I wrote this. Guess who's No.1 in the charts this week?...I told you so and I still think its a brilliant tune!

The Teaching Unions are now showing their anger and displeasure at what is happening both here in Gwynedd and in Wales. As these two statements by UCAC and NUT show, Plaid Cymru both on Gwynedd Council and in the National Assembly have a lot to answer for. Its more than a coincidence that Plaid are the largest group on Gwynedd who are pushing these cuts as well as being part of the Governemnt in Cardiff Bay that under funds the education of Welsh children to the tune of £496 per head as compared to their English counterparts...wouldn't you say?

Jumped o the scales this morning to see what the score was with this weight...16stn 11lbs which means that I've lost 9lbs in a little over a fortnight. I'm finding it quite hard, but over the next 3 weeks with the help and support of Hywel Griffiths and his "Diet Fromula" and his "horrible shakes"..I am confident that I will reach my target weight loss of 5 stonne and hope to tip the scales at 15stn 10lbs before Christmas. That means I'll be able to relax and enjoy the festivities...before getting back on the treadmill and losing another couple of stonne during 2010. I must say one thing, compared to many people that I have spoken too, I find it much easier doing this in the Winter as compared to the summer.Although walking in the dark, with the wind and rain in your face is not particularly nice, it certainly helps to keep me focused and driven! Hywel's formula does not allow for to much excesive excersise "you won't have the energy" were his words - who am I to argue!?.. Being a big boxing fan I recorded the fight that took place in the small hours of this morning in Las Vagas between Manny Pacquiao and Miguel Cotto. Pacquiao was already a champion at six different weights and by beating Cotto comprehensively with the referee stopping the fight in the 12th and final round to save an already batterred and bruised Cotto from any further punishment, the Pac Man as he is affectionatly known made boxing history. Without doubt the Filipino legend must rank among the greats of boxing and it looks like this victory has now put him on course for a massive fight sometime in 2010 against another legend, Floyd "Money in the Bank" Mayweather. That's a fight that I and many other boxing fans across the world cannot wait to see!
Although he may be getting on in years, Rod's still got that star quality. I've seen him live twice over the last decade and on both occassions, he was very good. This album basically does what it says on the cover. Its Rod's own interpretation of classic soul songs. With guest appearances by Stevie Wonder, Mary J Blige and the brillaint Jennifer Hudson who duet with Rod on a few tracks..this is Middle of the Road music at its finest and should keep Ken Bruce and Terry Wogan busy on Radio 2 for a few weeks. Don't get me wrong, this is'nt bad and I think this rendition of Let it Be Me with Jennifer Hudson is lovely - I'll score the album 6/10.

Yn naturiol, mae'r penderfyniad yn un siomedig ond i raddau dwi'n deallt y rhesymau tu ol iddo gan fod Cymdeithas Eryri yn creu cyn gymaint o stwr yn erbyn y bwriad, byddai cael cais cynllunio yn well ac yn cryfhau achos y Parc pan (dwi'n gobeithio) y byddent yn cymeradwyo'r cais. Mi fedr Maes Awyr Llanbedr chwarae rhan bwysig yn adfywiad economaidd a chymdeithasol De Gwynedd ac dwi'n 100% yn gefnogol i ail agor y Maes Awyr am y rhesymau hynny. An application for a licence to fly from the former Ministry of Defence Airfield at Llanbedr near Harlech has been turned down earlier this week by the Snowdonia National Park Authority. Naturally this decision is dissapointing but understandable due to the strong objections raised by the Snowdonia Society who have actively campaigned against re-opening the Airfield. I hope that the developers will now present a full planning application as I feel that it would stand a far better chance (I hope) of being approved by the Park's Authority and it would make their case for aproving the proposal far stronger than just approving the licence would have. The Llanbedr Airfield could play a major part in the economic and social regeneration of South Gwynedd and I am 100% in favour of re-opening the Airfield for these reasons. Any accusations by the Snowdonia Society regarding polution from planes using the site pale into insignificance compared to the RAF's jets that fly over the area two to three times a week from Valley and other base's...Why doesn't the Society campaign against these rather than campaigning against something that could in the long term provide work for local people as well as offering economic opportunities to the wider area. As someone who is supportive in principal to seeing Blaenau Ffestiniog included within the National Park, I think its important that the Snowdonia Society realise that whilst we can enjoy the fantsatic environment and beauty of Snowdonia, the people who live here nead work and need to earn a living as well - Snowdonia is not just a place to play and visit for leisiure.

It the day of Llan (Ffestiniog) Fair today, that means that there is only 6 weeks 'til Christmas and for me and many others living locally, the countdown to Christmas begins now. Llan Fair dates back a number of centuaries I imagine and in its hayday, Llan would be packed with people having a great time in the streets and in the two village pubs. By now, the Abbey Arms is being converted into flats and the Pengwern Hotel is on the market. Thanks to the efforts of a crowd of committed villagers, Pengwern Cymunedol a community co-operative has been established, with the aim of buying the Pengwern and re-opening it as a pub/hotel, similar to Tafarn y Fic in Llithfaen. Pengwern Cymunedol deserve all the support and best wishes in their efforts and I have already stated that I am happy to help in whatever way possible. Yn dilyn darllen y stori hon yn y Daily Post y bore 'ma, dwi wedi gwneud cais swyddogol i Gyngor Gywnedd i ddarparu parcio am ddim yn nhrefi a pentrefi ar draws y Sir yn ystod mis Rhagfyr er mwyn rhoi hwb i'n busnesau sydd yn ol pob son yn dioddef yn enbyd oherwydd yr hinsawdd economaidd presennol. Dwi wedi derbyn ymateb yn dweud bydd y Cyngor yn ystyried y mater ond ei fod o yn debygol o gostio tua £30,000 mewn incwm fel y gwnaeth o llynedd. Digon teg, OND, pris bach iawn ydi hynny i'w dalu o'i gymharu ar effaith niweidiol i ganol ein trefi pan fo un busnes yn cau ac pan fo pobl yn colli eu swyddi. Gyda'r newyddion yma heddiw, credaf y dylai'r Cyngor ddarparu parcio am ddim yn ystod yr wythnosau sydd yn arwain at y Nadolig gan y gall gweithred o'r fath wneud gwahniaeth mawr i rhai busnesau ac hydynoed rhoi llygedun o obaith iddynt ar gyfer y flwyddyn newydd. Felly chi swyddogion ac arweinwyr Cyngor Gwynedd, dangoswch 'chydig o ysbryd yr wyl ac ewyllys da, mi all gweithred o'r fath dalu ar ei ganfed ac yn wir arbed llawer iawn o gostau a gwaith i ni yn tymor hir.
After reading this story in the Daily Post this morning, I have made an official request to Gwynedd Council to provide free parking in our towns and villages across the County during December in the run up to Christmas in order to give our businesses which by all accounts are struggling a much needed boost. I've received a response stating that the Council will consider my request, but that it will cost in the region of £30,000 in lost revenue like it did last year. Fair enough, HOWEVER, this is a small price to pay compared to the cost of losing a business in our High Streets and the subsequent job losses that usually follow. With this news today,I believe that the Council shoulld provide free parking in the weeks leading up to Christmas as such a gesture could make a big difference for some businesses and it may even give them a ray of light going into the new year. So Gwynedd Council officers and leaders, show a little seasonal spirit and good will, such a gesture could pay dividends in more ways than one and in the long-term it may save us more money and work.

Following my previous posting regarding the way that Gwynedd Council quite clearly have ignored the views of the child as they have gone about the process of closing schools in the Tywyn area, this short film in Welsh by Lleucu Meinir crystalises clearely the effct that a school closure has on children and teachers alike. Is this the best that we can do in Gwynedd?
Dwi wedi ysgrifennu heddiw at Mr Keith Towler, Comisiynydd Plant Cymru yn gofyn iddo edrych ar unwaith ar y broses "ymgynghorol" mae Cyngor Gwynedd wedi ei ddilyn wrth fynd ati i ad-drefnu ysgolion cynradd yn ardal Tywyn. Mae'n ymddangos nad os dim ystyriaeth bron wedi ei roi i farn y plant fydd yn cael eu effeithio'n uniongyrchol gan benderfyniad y Cyngor. Dim ond un cyfarfod sydd wedi cael ei gynnal gan y Cyngor gyda dyrnaid o blant ac mae hynny yn bell o fod yn iawn fyddech chi'n cytuno? Dyna pam ydw i'n gwbwl argyhoeddedig fod Cyngor Gwynedd wedi torri Erthygl 12 Confensiwn y Cenedloedd Unedig ar Hawliau'r Plentyn sydd yn nodi yn glir "Mae gennyt ti'r hawl i ddweud dy farn pan fo oedolion yn gwneud penderfyniad sy'n effeithio arnat, a dylid cymryd dy farn i ystyriaeth" wrth fynd ati i wrthod y penderfyniad afresymol yma drwy'r Cyngor. Cawn weld os bydd y Comisiynydd Plant yn fwy bodlon i wneud safiad dros blant y Sir na wnaeth y Comisiynydd Dros Pobl Hyn ar ran ein henoed. Mae un peth yn sicir os bydd y penderfyniad yma yn derbyn cymeradwyaeth y Cyngor ar Ragfyr 10fed yna mae nhw, yn fy marn i, ar dir hynod simsan os a phan fydd her gyfreithiol i'r pendrfyniad hwnnw.
I have written today to Mr Keith Towler, The Children's Commissioner for Wales asking him to look immediately at the "consultation" process that Gwynedd Council has followed in relation to primary school re-organisation in the Tywyn area. It appears that absolutely no consideration whatsoever has been given by the Council to those who'll be affected most by their proposals...the very children currently or hoping to attend those schools facing closure. Only one meeting has been held with a handful of children, that's far from inclusive and fair wouldn't you agree? That is whay that I am adamant that Gwynedd Council has and continues to act in breach of the United Nations Convention on the Rights of the Child, in particular Article 12 of the Convention which clearly states "You have the right to say what you think should happen when adults are making decisions that affect you, and to have your opinions taken into account” as they have gone about in their crusade to push these school closures through Council come what may. Time will tell whetehr or not the Children's Commisoner will do more for the children of Gwynedd than the Older Persons Commissioner has done for our elderly. One thing is certain, if the decision to close these schools is adopted by the full Council on December 10th, then they are, in my opinion, on very shaky ground if and when a legal challenge is made to that decision.

With the 4.5M ‘Blaenau Ymlaen’ regeneration scheme announced last week these are exciting times for Blaenau Ffestiniog with another exciting project about to be unveiled. A 2 year development process for developing an ambitious and exciting series of mountain bike trails in and around Blaenau Ffestiniog will reach an important phase this month as local opinion is sought before plans are submitted to planning for a key aspect of the whole development. A two day event organised by community group, Antur Stiniog, is to be held on the 11th and 12th November at The Old Co-op Blaenau Ffestiniog, between 4.00 -8.00pm. This will be an excellent opportunity to share ideas and comments on plans to develop Bro Ffestiniog as a hub for outdoor activities and cultural tourism. Antur Stiniog, in partnership with Communities First Bowydd and Rhiw and Gwynedd Council has developed plans worth 1.3mil that has the community at its heart. Antur ‘Stiniog firmly believe that there’s an opportunity to develop this new industry based on local values, heritage, language and culture, providing a unique experience for the visitor. Ceri Cunnington from Antur Stiniog commenting on the event said “On ‘Noson Goleuo Stiniog’ back in 2006, 2000 local people, signed a statement of support for the development of cycle tracks, and it is because of this support that we had the confidence to establish Antur Stiniog. To be honest Antur Stiniog has developed into much more than cycle trails by now, come and find out on November 12th and 13th!” Pryderi ap Rhisiart, the Councils Regeneration Officer for Ffestiniog and Eifionydd said: “The proposals developed by Antur ‘Stiniog will create new opportunities in the area and the potential to develop on the back of the town centre regeneration project and the success of Coed y Brenin is tremendous. Felly y tebygolrwydd yma yn ardal y Blaenau yw y bydd y Ward ydw i'n ei chynrychioli, Diffwys a Maenofferen (850 o etholwyr) yn diflannu ac y ddwy Ward arall yn cynyddu yn eu niferoedd fydd yn golygu wedi'r etholiadau lleol nesaf yn 2012mai 2 Gynghorydd Sir fydd yn cynrychioli Blaenau a Llan yn hytrach na'r 3 presennol. Or maybe the question should be....How many County Councillors are needed to run Gwynedd Council? The Boundary Commission recommends that one councillor should represent at least 1,750 electors. Therefore the likelyhood here in the Blaenau area is that the Ward that I currently represent, Diffwys and Maenofferen (850 electors) will disappear and the other two Wards will increase in numbers and that the next local elections in 2012 will be for 2 seats representing Blaenau and Llan instead of the current 3. I personally beleive that the number of County Councillors in Gwynedd should be reduced from the current 75 to 50....I know that others are keen to keep the numbers around 60, one thing is sure, by the next local elections, there will be less seats on the County Council and that will certainly make things more interesting I imagine?
